GREENLEE COUNTY BOARD OF SUPERVISORS
CLIFTON, ARIZONA
DECEMBER 3, 2025
The Greenlee County Board of Supervisors met on this date in regular session in the 2nd floor Conference Room, Courthouse Annex, Clifton, Arizona with the following members present: Donald R. Stacey, Chairman; Hector Ruedas, Member; and, telephonically, Dixie Zumwalt, Member. Also present were Deborah K. Gale, Administrator/Clerk of the Board and Yvonne Pearson, Assistant Clerk of the Board.
Chairman Stacey called the meeting to order at 4:10 p.m. and led those present in the Pledge of Allegiance.
Sheriff Richard McCluskey responded to the Call to the Public stating that Greenlee County currently has no contract for involuntary commitment of persons picked up by the Sheriffs Office and that he would be contacting the County Attorney to establish a procedure for this.
Walter Mares also responded to the Call to the Public stating that he had attended the 4-H 100 year celebration held over the weekend. He stated that it was a very memorable event. He also congratulated Steven Stacey of Morenci High School for placing first in the state at the State Student Senate competition. Steven is the son of Chairman Stacey.
Chairman Stacey stated that he had attended a meeting hosted by Will and Jan Holder of Upper Eagle Creek on November 23 lead by guest speaker Remelle Farrar, Director of Texas Prairie Rivers Region, a non-profit private/public partnership based in Canadian, Texas. The partnership has developed and marketed private land and community based tourism opportunities successfully diversifying the area's economy and preserving the regions traditional lifestyle. He asked that a joint meeting with all entities of Greenlee County be scheduled and invite Ms. Farrar along with Jan Holder to come back with her presentation.
Chairman Stacey stated that the internet plays an important part for attracting tourism and economic development and asked that the County begin a Web Page to provide information for those who seek it. Kay Gale, Administrator, stated that providing good updated material and information on the web page would require purchasing hardware, software and additional manpower. She stated that Charles Berub, Information Systems Director will put together a cost analysis for presentation to the Board at a future meeting.
Upon motion by Supervisor Zumwalt, seconded by Supervisor Ruedas, and carried unanimously, the Board approved the request for wage assistance for the Duncan Valley Senior Citizen Bus Driver in an amount not to exceed $2,678.00. The wages were previously paid out of Title V funds which no longer can be used for this purpose.
Darrell Miller, Road Superintendent, presented two different contracts for consideration for providing electric power to the Loma Linda Landfill and Sandswash Transfer Station by Duncan Valley Electric Cooperative. One contract provides for 3 phase power with a minimum cost of $75.00 per month, the other contract provides for single phase power with a minimum cost of $49.00 per month. Phil Ronnerud, Public Works Director, stated that the 3 phase would offer smoother power while the single phase would offer power with more surges. Upon motion by Supervisor Ruedas, seconded by Supervisor Zumwalt, and carried unanimously, the Board approved the 3 phase power contract provided by Duncan Valley Electric with the stipulation that upon further calculations by the County Engineer that the single phase power would be sufficient then the single phase contract would be implemented instead.
Upon motion by Supervisor Ruedas, seconded by Supervisor Zumwalt, and carried unanimously, the Board accepted the $2,613.00 valuation for the Sheldon Landfill access right of way.
Upon motion by Supervisor Ruedas, seconded by Supervisor Zumwalt, and carried unanimously, the Board approved the Consent Agenda as follows:
Approval of minutes to previous meetings
Approval of demands in excess of $500
Approval of payroll change notices - K. Ulibarri, R. Paz
Approval of 2003 Intergovernmental Agreement for property tax data processing system
Supervisor Zumwalt stated that Greenlee County's issue on the formula for calculating the expenditure limitation is number three on the list of the top ten issues to be discussed at the upcoming legislative session.
Ms. Gale reported on the following:
Emergency Communication Plans have been implemented for Blue residents as well as Eagle Creek residents.
Mr. Ernie Calderon, former Greenlee County resident, has withdrawn his application for a Supreme Court position and extends his appreciation for the Board's support.
A Roads and Transportation work session to be scheduled for one day the week of December 16.
The Calendar of events was reviewed.
The Board congratulated Ruben Paz on his appointment to Sergeant at the Sheriffs Office.
There being no further business to come before the Board of Supervisors, upon motion by Supervisor Ruedas, seconded by Supervisor Zumwalt, and carried unanimously, the meeting adjourned at 5:05 p.m.
